米国移民局 (USCIS)の運営と財政状況がコロナウイルスの影響を受け、大規模な予算不足になっていることを議会に通知し、USCISは12億ドルの救済を要求しています。申請料に10％の追加料金を課し、資金を返済することを計画しています。

会計年度の終わりまで事業を維持する十分な資金がなく、2021年度の第1四半期中に事業に資金を供給することができないと主張しています。USCISはすでに従業員への休暇通知を出し始めており、議会からの資金がない場合は8月3日からおよそ13,400人の従業員を一時解雇する必要があることを予想しており、従業員は2020年10月1日まで一時解雇されたままな可能性があると示唆されています。

USCISはこの予算不足がコロナウイルスに起因すると主張していますが、実際、一つ一つのケースに時間をかけてい審査・処置方法による理由もあげられています。例えば指紋認証の情報を再利用することができないため、最新の指紋をお願いする文書を交付しているのも事実です。

Nachman Phulwani Zimovcak（NPZ）法律グループ(Ridgewood, NJ)の弁護士であるデイビッドナックマン弁護士は「米国移民法の申請過程のさらなる遅延の可能性はUSCISの財政不足の結果である可能性が高い」と述べています。
また「米国に入国しようとしている外国人労働者に対して出入国管理法を厳しくしている為、イギリスやオーストラリア、カナダの移民法に対する質問も最近は受けており、これは厳しい米国の出入国管理法方針によって、他国のプロフェッショナルな労働者は米国ではなく他の国も視野にいれて探し始めている。」とも述べています。
