February 27, 2025 – Ottawa – Canada is making key changes to its immigration system to address labor shortages and streamline pathways for skilled workers. The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship Canada (IRCC), has announced the 2025 Express Entry category-based draws, introducing a new education category and prioritizing candidates with Canadian work experience.
Key Changes to Express Entry in 2025
Focus on Canadian Work Experience
To support the transition of temporary workers and graduates to permanent residency, Express Entry draws will prioritize candidates from the Canadian Experience Class (CEC). Individuals already working in Canada will have a higher chance of receiving an Invitation to Apply (ITA) for permanent residency.
Category-Based Invitations for In-Demand Occupations
Canada will continue category-based selection rounds in 2025 to prioritize skilled workers in sectors facing labor shortages. Selected categories include:
- Health Care & Social Services – Family physicians, nurse practitioners, dentists, pharmacists, psychologists, and chiropractors.
- Skilled Trades – Carpenters, plumbers, contractors, and other essential trades workers.
- Education – Teachers, child care educators, and instructors for individuals with disabilities.
Prioritizing Francophone Immigration
Canada is increasing efforts to attract French-speaking immigrants outside Quebec by giving priority to candidates with strong French language skills. Individuals with high French proficiency may receive invitations faster, even if they do not work in a targeted occupation.
Why These Changes Matter
Addressing Labour Shortages
Immigration accounts for nearly all labor force growth in Canada. By aligning Express Entry selections with economic priorities, IRCC aims to:
- Reduce labor shortages in critical sectors.
- Help businesses find skilled workers.
- Strengthen Francophone communities across Canada.
Supporting Temporary Workers
With a stronger focus on in-Canada work experience, international workers and graduates will have better chances to qualify for permanent residency.
Faster Processing for In-Demand Occupations
By targeting specific job sectors, IRCC can streamline applications and reduce processing times for individuals in priority industries.
