2020年4月24日-トランプ大統領の新しい執行命令

トランプ大統領は、有効な「移民」ビザを所持していない米国外にいる者に対して米国への入国を一時的に(60日間)禁止するという新しい大統領令(EO)を発表しました。

言い換えると、EOは米国外の地元の米国領事館でグリーンカードを待っている人を対象としています。ただし特定の例外があり、米国市民の配偶者と21歳未満の子供(近親者)がいる方は対象外です。

新しいEOでは、禁止の延長の可能性があることを示唆する2つの条項があります。一つは、国務長官と労働長官による追加措置を許可する規定、もう一つは米国経済へのCOVID-19の影響により米国の労働者を保護することができる規定です。

EOでは「不足している失業中のアメリカ人を希少な仕事をめぐる競争の脅威から、守ることができる」と述べています。

NPZ Law Group、P.C.の管理弁護士であるDavid Nachmanは「これは一時的な法令であるように見えますが、米国経済を刺激し、米国の労働者を雇うという優先順位付けを確実にするために、追加の法令がある可能性があります」と述べています。
