24 Temmuz 2019 tarihinde USCIS tarafından yayınlanan son düzenleme EB-5 göçmen yatırımcı programında kayda değer değişiklikler yapacak. Değişiklikler 21 Kasım 2019 tarihinde yürürlüğe girecek. Bu düzenleme, bu programda 1993 tarihinden beri yapılan ilk kayda değer değişiklik. Bu değişikliklerden bazıları şunları içeriyor:

2019年7月24日、米国移民局(USCIS)は移民投資家ビザのEB-5ビザの変更された最終規則を発表しました。このルールは2019年11月21日から適応されることになり、1993年以来、初めてルールが改訂する為、注目されています。

投資額の値上げ
最低の投資額が100万ドルから180万ドルに上がります。1990年以来、初めての引き上げになりますが、これはインフレを考慮した理由であり今後は5年ごとに自動調整が入るようです。

TEA（Target Employment Area) の定義変更
このビザを取得する為に、TEA(Target Employment Area)という指定された場所で実施することが必要ですが、政治的、地理的な理由によって高い失業エリアとして指定されていた州も含め、雇用創出すべきエリア、経済活性化を必要とするエリアは、さらに明確化されます。これらのエリア調整は米国国土安全保障省(DHS)が行います。

優先順位
既に申請中や申請許可された方について、今回の法改正後も、引き続き優先順位は守られ、手続きは継続していきます。以前に承認された申請の優先日を保持できることになり、EB-5ビザ移民申請を承認された投資家にとっては柔軟のある対応になっています。

永住権取得への柔軟性
家族で申請の場合は、個々の申請として提出が必要となります。インタビューの際も、家族が各自居住している場所においてインタビューが可能となります。
