PERM は雇用主のサポートによってビザを保有する外国人労働者が米国グリーンカードを取得できる方法です。グリーンカードを取得するには全部で 9 つのステップがあります。最初はPERM、次にI-140、最後はグリーンカード申請です。

ステップ 1: 仕事業務を明確にし最低限の要件を伝える
雇用主、従業員、弁護士は従業員の仕事に関する詳細を確立する必要があります。（職務経験• 学歴• 勤務地• 従業員数　等）雇用主は労働省 (DOL) に基づき、仕事要件を明確にします。

ステップ 2: DOL から賃金決定 (PWD) を取得
弁護士は勤務先場所での役職の一般的な賃金を確立するために、DOL に PWD を送信します。この賃金は外国人従業員がグリーンカードを取得した後、雇用主が外国人従業員に支払わなければならない最低額です。

ステップ 3: マーケット調査
雇用主は特定の仕事に応募する資格があり職能力があり意欲ある米国の労働者がいるかどうかを判断するために、DOL 規則に従ってマーケット調査を実行する必要があります。

ステップ 4: DOL に PERM を提出
弁護士はPERM 申請書（フォーム9089）を DOL に提出します

ステップ 5: I-140
雇用主は I-140 を USCIS に提出し賃金を支払うことができること、従業員がその職に必要な資格を持っていることを証明しなければなりません。この申請により従業員は移民の労働者として分類され、PERM 労働証明書の承認通知とともに USCIS に提出する必要があります。
