USCIS Announces New EB-5 Regional Center Program


On March 15, President Biden signed a law that includes authority for an EB-5 Immigrant Investor Regional Center Program and various implementation effective dates for the program. The program will be in effect through Sept. 30, 2027. We are reviewing the new legislation and will provide additional guidance.

USCISの発表 (バックログ削減、Premium Processing拡大、労働許可証の保持者に提供する新しいアクション)

USCISは、効率を高め、移民システム全体の負担を軽減するための3つの取り組みを発表しています。バックログ削減目標を設定し、申請を早く処理を行うサービス(Premium Processing)のサービスを拡張し雇用許可文書へのタイムリーなアクセスを改善するよう努めます。 以前はコロナの影響等により、多くの保留中のケースがあり、処理時間が長くなっていました。バイデン大統領政権による今日の行動を通じてUSCISは、処理時間を削減すると同時に、申請者と申立人が公正で効率的なサービスを利用できるようにするために動いています。

「USCISはサービスを提供する全ての人にタイムリーで公正な決定を提供することに引き続き取り組んでいます」「私たちが裁定するすべての申請書は、移民とその家族の希望と夢、そして経済的安定や人道的保護などの彼らの重要なニーズを表しています。」とUSCIS Directorの Ur M. Jaddouは述べています。

処理バックログの削減保留中のケースを減らすためUSCISは今月新しい内部サイクル時間の目標を設定しています。この目標はUSCISの労働力のバックログ削減の取り組みを導き、ケースを処理するのにかかる時間を減らすための指標です。サイクルタイムが改善されると処理時間が短くなり申請者はケースに関する決定をより迅速に受け取るようになります。 USCISは2023年度末までにこれらの新しい目標を達成するため容量を増やし技術を改善し人員を拡大する予定です。

公開している時間はUSCISが特定のフォームを処理するのにかかった平均時間(申請書を受け取ってからケースに決定が下されるまで)を示しています。USCISは、「サイクルタイム」と呼ばれる指標を通じ保留中のケースの数を監視しています。サイクルタイムは、USCISの運用部門が、エージェンシーがどれだけ進歩しているか、または進んでいないかを測定するために使用するものであり、バックログと全体的なケース処理時間を削減する指標です。
