IMAGE Employment Verification Program

The ICE Mutual Agreement between Government and Employers (IMAGE) program is aimed at increasing compliance with immigration law and reducing unauthorized employment of illegal immigrants through a voluntary, cooperative effort between employers and U.S. Immigration and Citizenship Enforcement.

A voluntary, self-policing program, IMAGE trains employers in:

  •  Compliance with immigration law in the hiring process
  •  How to recognize forged or fraudulent documents
  •  How to use the Basic Pilot Employment Verification Program and anti-discrimination procedures

Employers who participate in the IMAGE program must agree to:

  •  Submit to an I-9 audit by ICE
  •  Verify the Social Security numbers of their existing labor forces, using the Social Security Number Verification System (SSNVS)
  •  Implement the Department of Homeland Security’s best hiring practices

Online Employment Verification
All IMAGE participants gain access to DHS’s Basic Pilot Employment Verification Program, an online employee authorization verification program that allows employers to quickly verify that new employees are eligible to work in the U.S. It provides an automated link to the Social Security Administration database and DHS immigration records.

By improving compliance with immigration laws, the IMAGE program helps reduce the number of illegal workers. It also may minimize employers’ potential civil and criminal immigration liability.
